Tempr vs Cline

Free and open source, or paid and managed
Cline is free and open source under Apache 2.0. You bring keys for 30+ providers or run local models through Ollama or LM Studio, with no account needed, and you can also buy Cline credits or a ClinePass subscription for open-weight coding models. Cline also has an Enterprise plan, and its pricing page lists the JetBrains extension among Enterprise features.
Tempr is a paid subscription, and it never sells tokens: every request goes out on your key. What you pay for is the product around it: inline completion, the agent and its personas, sessions that sync, the CLI, and Teams features such as SSO and centrally managed keys.
Inline completion and Visual Studio
Cline is an agent with a chat panel and doesn't offer inline completion, and it has no official Visual Studio version. Tempr offers ghost-text inline completion on your own key in Visual Studio 2022 and 2026, VS Code, and JetBrains IDEs, alongside chat and the agent.
Where your code goes
With your own keys, Cline sends requests straight from your machine to your provider, and its telemetry is anonymous and can be switched off. That's the simplest possible data path.
Tempr relays requests through its servers: the agent's tool-calling loop runs server-side so a turn survives a dropped connection, and each run is deleted 72 hours after it finishes. On Standard and higher plans, your chats sync to Tempr's servers so they follow you between machines. Tempr doesn't use your prompts, code, or chats to train models. See the Privacy Policy.
